FIELD: measuring equipment.

SUBSTANCE: invention relates to railway automatics for determination of speed of rail transport. Meter comprises a clock generator, a frequency divider, an N-bit binary pulse counter, three inductance coils arranged in a row at equal distance from each other, half-wave rectifier, delay element, computation module and AND elements. At that, output of clock oscillator is connected to count input of N-bit binary pulse counter, to start-up input of which is connected output of frequency divider connected to outputs of first and third inductance coils located on both sides of second inductance coils, which outputs are connected to the half-wave rectifier input, which output is connected to the stop input N-bit binary pulse counter, and through delay element to its reset input and first inputs of AND elements, which second inputs are connected to outputs of N-bit binary pulse counter, outputs of AND elements and overflow output of N-bit binary pulse counter are connected to corresponding inputs of computing module, which output is device output.

EFFECT: higher accuracy and reliability of measurements during movement of tracked vehicles in extreme conditions caused by sliding and turning wheel pair.
