SUBSTANCE: invention relates to image processing. A method of encoding an image descriptor based on histograms of gradients into a converted descriptor containing transformed sub-descriptors, wherein each histogram of gradients contains a plurality of histogram bins, and each sub-descriptor has a set of values. A set of sub-descriptor values is obtained by converting each histogram bistable histogram of gradients and performing scalar quantization of the obtained transformed values. Said sub-descriptors are generated in accordance with a list of element usage order, which determine index of sub-descriptors from said set of sub-descriptors and index of elements from said set of values.

EFFECT: technical result consists in improvement of efficiency, reduction of computational complexity and amount of information required to create scalable bit streams.
