SUBSTANCE: invention relates to transmission and transmission of speech information and can be used in communication devices. Threshold values for phase differences of frequency components of speech signals and their short-term energy are established, which provide a given level of correct detection of signals. "Sliding window" is installed so that only noise is present in it, then it is shifted by some value. For each position of "sliding window" by spectral analysis method, values of amplitudes, frequencies and phases of harmonic components of noise or mixture of noise and signal are determined. Subtracted from values of amplitudes of components found at current moment in time, values of amplitudes of components of same frequency found at previous step. Groups of harmonics are selected on the fact of exceeding the threshold value of pairwise differences of harmonic phases. If the number of groups of components for which their energy values exceed a threshold has a non-zero value, then the group with maximum energy is considered to be a speech signal.
EFFECT: high probability of a correct decision on the appearance of a speech signal and high accuracy of determining the moment of its appearance in the presence of speech-like noise.
