This method includes: receiving, by the UE user device, a command message of the security mode of the level without access from the MME mobility management unit, wherein the NAS security command command message transmits first compliance verification information used to verify information on the UE capabilities received by the MME; determining UE, based on first information for verification of compliance, whether information on functional capabilities of UE, received by MME, information on functional capabilities of UE sent to UE in MME; and if information on UE capabilities received by MME, corresponds to information on functional capabilities of UE sent to UE in MME, sending by means of UE message of NAS security mode termination in MME.
