SUBSTANCE: invention relates to metallurgy, namely to textured electrical steel sheet used as material of iron cores of transformers, generators and similar. Electrical steel contains a substrate from sheet steel, a layer of coating A, located on sheet steel, and layer of coating B, located on a layer of coating A. Coating layer A is a ceramic coating and contains oxide in amount of less than 30 wt%. Coating layer B is an insulation coating which imparts tension and contains an oxide. Binding energy of 1s-orbital of the oxygen atom in the coating layer B is more than 530 eV, and the tension applied by the coating layer B to the sheet steel with respect to the thickness of the coating layer B of 1.0 mcm is not less than 4.0 MPa/mcm.
EFFECT: high magnetic properties and high adhesion of the film coating after annealing for relieving stress.
