Steel sheet has the following composition, wt. %: C: 0.030 or less, Si: 2.00 or less, Mn: 2.00 or less, P: 0.050 or less, S: 0.040 or less, Cr: from 10.00 to 25.00, N: 0.030 or less, Nb: from 0.01 to 0.80, Fe and unavoidable impurities - the rest. Number of recovered carbonitrides Nb is 0.2 wt. % or more, and the number of Laves phases having grain size of 0.1 mcm or less is 10 or less per 10 mcm2 of surface area. Langford r coefficient for cold-rolled sheet is 1.2 or more.

EFFECT: obtaining steel sheets having high impact viscosity and processability.
