SUBSTANCE: invention relates to systems for information support of decision making for operators of double-acting vessels using procedure for collection, accumulation, transfer and centralization of diagnostic and functional parameters, prediction of development of emergency situations. System is equipped with modules configured to control both internal and external parameters, each of which is responsible for performance of analysis of corresponding technological processes associated with ship transition, as well as analytical, intelligent and logical modules. Applicable for constructing a hardware and software system integrated with all systems involved in providing safe operation of dual-purpose vessels, enables to implement monitoring, analysis, diagnosis of the technical state of the entire complex dynamic system, consisting of main, auxiliary elements of SPU, elements of cargo support systems, elements of fire safety systems, annunciators and fire extinguishing, load on ship hull, on cargo tanks, take into account value of useful power reserve of main and auxiliary power plants; proposed discharges and wastes of mechanical and electrical loads; mutual dependences of temperature modes of engine, load and weather conditions; mode of vessel motion, value of movement resistance, payload of main power unit (MPU) and forecast of weather conditions; parameters of cargo evaporation, operation mode of re-liquefaction plants, current and forecast fuel consumption of MPU and auxiliary PU; ice situation, parameters of glaciation of ship, etc., and gives recommendations to ship operator and, in case of absence of positive response, involves ATS and SSS to prevent development of emergency situation.
