FIELD: ventilation and air conditioning.

SUBSTANCE: invention relates to climatic systems and can be used for providing reliable and economical heating and cooling of air in rooms of artificial railway transport facilities, for example rolling stock repair depot, etc., in different climatic conditions. Heat-and-cooling device comprises a heat pump, a circulation pump, an air temperature sensor in the room, which is allocated in the building, a shut-off and control valve installed on the return pipeline of the heating system of the allocated room, and a control unit, the input of which is connected to the outlet of the air temperature sensor in the selected room. In parallel to the shut-off valve to the return pipeline of the heating system of the allocated room there connected are series-connected heat and circulating pumps, the control input of each of which is connected to the corresponding output of the control unit. Heat pump is reversible.

EFFECT: technical result consists in providing air temperature in a dedicated room in a building in accordance with established standards.
