FIELD: manufacturing technology.

SUBSTANCE: invention relates to a moisture-resistant fibrous base having adjustable moisture resistance and resistance to wetting. Base contains fibers, binders, at least one amphoteric amine and at least one moisturizing agent. Binder contains at least one polysaccharide having at least one residue containing an acid group. Moisturizing agent contains at least one organic component selected from a group consisting of aliphatic alcohols, aliphatic ethers, aliphatic esters, monosaccharides, oligosaccharides and mixtures thereof.

EFFECT: obtaining a moisture-resistant fibrous base having sufficient mechanical moisture resistance and at the same time exhibits sufficient decomposition capacity when placed in water, which prevents toilet tubes blocking and need to extract the product in the water treatment plant before actual purification of the waste water.
