SUBSTANCE: invention relates to metallurgy, particularly, to production of hot-rolled and annealed steel sheet used for production of textured electrical steel sheet. Hot-rolled and annealed sheet has chemical composition containing, wt. %: C: 0.002 or more and 0.080 or less, Si: 2.00 or more and 8.00 or less, Mn: 0.02 or more and 0.50 or less, acid-soluble Al: 0.003 or more and less than 0.010, at least one element of S or Se: 0.001 or more and 0.010 or less in total, N: less than 0.006, balance are Fe and unavoidable impurities. Average size of recrystallized grain in areas from outer surface layer and lower surface layer to depth of 1/4 thickness of sheet exceeds three times or less, average size of recrystallized grain in areas from centre of sheet thickness at distance of less than 1/4 of sheet thickness in directions to upper surface layer and to lower surface layer.

EFFECT: use of hot-rolled and annealed sheet allows to obtain sheets of textured electrical steel, having high stable magnetic properties, with reduction of costs and increased efficiency.
