SUBSTANCE: group of inventions refers to medicine, namely to treatment management systems, which may contain a clinical database for storing therapeutic protocols. Disclosed is a system comprising a computer-readable medium for implementing a method of generating treatment plans, the method comprising: selecting, using the processor, the first therapeutic protocols from the clinical database; determining a clinical task processor for a treatment plan; calculating, by a processor, the clinical effectiveness probability for each protocol in the first therapeutic protocols using the referential protocol data, wherein each treatment effectiveness probability is the probability that a specific protocol will be effective in achieving the clinical objective; developing, using a first-line treatment processor, first therapeutic protocols based on a clinical objective, reference protocol data and treatment effectiveness probabilities; determining a clinical intent for the first treatment plan; evaluating, using the processor during the first therapeutic plan, the intermediate data with respect to clinical intent, which indicate the changed state of the patient, taking into account the progress of the first treatment plan; and selection by means of processor based on reference protocol data and adaptive protocol data of second treatment plan using second therapeutic protocols, wherein the selected second therapeutic plan is adapted to perform the clinical task based on the clinical objective, reference protocol data and information on the clinical effectiveness, and controlling the delivery of the adaptive radiotherapy with the selected second treatment plan.
