SUBSTANCE: invention relates to predictive encoding and decoding of images. Disclosed in predictive decoding of images, one or more sets of motion information are extracted from several fragments of motion information stored in motion information recording means. Each of one or more information sets includes two motion information fragments where any of the component elements differ by value. Predicted signal of target area is generated in image by motion compensation, using two motion information fragments in the set of motion information, selected from one or more sets of motion information. Two fragments of motion information in the selected set of motion information are stored in motion information recording unit and used to generate a predicted signal of other area.

EFFECT: technical result is noise suppression of the predicted signals.
