FIELD: data processing.
SUBSTANCE: invention relates to a device for predictive encoding and decoding images. Disclosed in predictive coding of images according to an embodiment, one or more sets of motion information are extracted from several fragments of motion information stored in the motion information recording means. Each of one or more information sets includes two motion information fragments where any of the component elements differ by value. Predicted signal of target area is generated in image by motion compensation, using two motion information fragments in the set of motion information, selected from one or more sets of motion information. Two fragments of motion information in the selected set of motion information are stored in motion information recording unit and used to generate a predicted signal of other area.
EFFECT: providing predictive encoding and decoding of images which suppress noise of predicted signals.
