SUBSTANCE: invention relates to simulation of complex technical systems and can be used in designing and reconfiguring complex engineering systems. For this purpose, said result is achieved by selecting a structure of a generalized PCC quality indicator of a superior control system, determining partial PCC quality metrics of a superior control system, establishment of order relations on a set of partial quality indicators of the PCC of a higher control system, contribution of partial indicators to the generalized indicator of PCC quality of a higher control system based on application of the principle of maximum entropy.

EFFECT: increase the reliability of the assessment of simulated processes.
