SUBSTANCE: invention relates to wireless communication. Method of inter-system handover includes: determination by user device UE, whether there is a first session in first communication system, where possible handover of first session from first communication system to second communication system; and sending, by the UE, the first message to the first primary network device of the second communication system when the UE determines that the first session is absent and that the UE or the second communication system does not support connection without a PDN connection, wherein the first message is used to perform initial connection to the second communication system.
EFFECT: technical result consists in providing inter-system handover for performing handover of UE between communication systems and deleting a session without handover.
