FIELD: technological processes.
SUBSTANCE: disclosed invention relates to an electrical steel sheet with an oriented grain structure with an insulating coating. Said steel sheet comprises a main steel sheet, an intermediate layer in contact with the main steel sheet and containing silicon oxide as the main component, and insulating coating, which is external surface, which is in contact with intermediate layer. Said insulating coating contains, on the average, Fe less than 80 at%, P 5 at% or more, Si less than 20 at%, O 50 at% or more, and Mg 10 at% or less. Said intermediate layer has locally oxidised area in section parallel to direction of thickness. Thickness of the intermediate layer in the area in which the locally oxidised region is located is 50 nm or more. Thickness of the intermediate layer in the region in which the locally oxidised region is absent is less than 50 nm.
EFFECT: providing electrical steel sheet with oriented grain structure, having insulating coating, having improved adhesion even in the absence of forsterite film and thin irregular intermediate layer.
