SUBSTANCE: invention relates to the video encoding/decoding. Video decoding method, followed by adjustment of sampling adaptive bias (SAO), wherein method includes steps of: obtaining SLO SAO parameters with respect to current slice from slice header of received bitstream; obtaining information on usage of SAO by brightness for luminance component of current slice and information on use of SAO on chromaticity for its chromaticity components from among SLO SAO parameters; determining whether to perform SAO operation on luminance component of current slice based on obtained information on SAO brightness usage; and equally determining whether adjustment of the SAO over the first chroma component and the second chroma component of the current slice based on the received color SAO usage information.

EFFECT: obtaining a reconstructed image with a minimized error between the original image and the restored image.
