FIELD: data processing.

SUBSTANCE: invention relates to video encoding/decoding technologies. Method of decoding video is disclosed. According to the method, information is obtained on the slice offset indicating whether to apply an offset, according to the offset type, for the current slice; when the slice offset information indicates that an offset value is applied, entropy decoding of the bit stream is performed using the context mode; and obtaining information about the left merging of the offset of the current block from the number of blocks included in the current slice, and when the left offset merge information indicates that the offset parameter of the current block is not determined according to the left block offset parameter, entropy decoding of the bitstream using the context mode is performed and the information is obtained on the upstream merge of the offset of the current block.

EFFECT: technical result is to reduce the amount of data due to compensating the recovered pixels of the current block by means of using the offset parameter of the current block.
