Method comprises: receiving, by a network device, an access request message from user equipment UE; determining, by the network device based on the access request message, the network layer that the UE requests for access; and when the network device determines to reject the access request of the UE for access to the network layer, the network device response of the response message of the request rejection to the UE, where the request rejection message contains the deferral condition information, and the deferral condition information indicates a condition where the UE submits the request again to obtain access to the network layer.
EFFECT: technical result is improved access control.
