SUBSTANCE: invention relates to physical and chemical research and can be used for measuring and monitoring characteristics of the surface of liquids, particularly aqueous solutions of chemical and biological nature, in various technological processes, medical diagnostics and biophysical studies. Liquid surface parameters meter has a liquid tray, a generator connected to the capillary wave creation system on the liquid surface and a fluid oscillation characteristics recording system, wherein system for creation on liquid surface of capillary waves is made in form of metal cylindrical electrode located parallel to liquid surface, and fluid oscillation recording system is two optocouples located at different distance from generator under transparent cuvette bottom.

EFFECT: technical result is higher accuracy and shorter measurement time.
