FIELD: safe movement means.
SUBSTANCE: invention relates to means of safe movement in closed and open spaces of visually impaired persons. Method comprises video tracking, voice tracking, positioning, determination of pavement structure, obstacles, objects and their properties and location and placement of portable subscriber devices on handicapped persons, determining the structure of the road surface and the presence of obstacles transmitting digital data on the physiological condition of the disabled person on the radio channel, transmitting the video signal over the radio channel. Upon receipt of the signal, the dispatcher transmits to the user device of the disabled person through radio voice communication the necessary commands with a detailed description of the environmental objects and obstacles, as well as direction of movement and interaction with surrounding objects and objects. Invalid is equipped with video cameras for rear and front views and possibility of stereoscopic photography, providing 360-degree view, unit for determining direction, range and properties of obstacles and road surface, operating on the principle of laser triangulation, and dispatching center is equipped with video signals receiver, monitor, audio signal transmitter and digital data receiver, where a dispatcher receiving a video signal from a disabled person, obstacle and road surface information displayed on the monitor screen, corrects the disabled person's movement along the route by radio voice communication, telling a disabled person what is happening around, describing words objects and obstacles, controlling the psychological state of the disabled by analyzing physiological parameters. In order to provide uninterrupted radio communication of maximum operating range between a disabled person and a dispatcher, radio repeaters are used. In case of absence of voice command dispatcher by means of computer-registration unit, audio signal is sent to disabled person through earphone, which determines standard operation of system; in the absence of an audio signal which determines the standard operation of the system, or in the absence of voice commands from the dispatcher, the disabled person must stop recording an emergency situation.
EFFECT: use of this invention improves possibility of independent movement of a blind person.
