SUBSTANCE: present invention provides a communication method and a communication device and relates to communication. Method comprises: receiving a paging message, wherein the terminal device is in an inactive state; determining whether content carried in the paging message contains content, first and second identifier of terminal device and identifier of device of access network of binding; in response to determining that the portable content contains the second identifier of the terminal device, deleting the stored context information, transition to idle state and sending a second message to first access network device; in response to determining that the portable content contains the first identifier of the terminal device and the first identifier of the access network device of the binding, sending a first message to a first access network device corresponding to a cell in which the terminal device is currently in a given time.
EFFECT: technical result is faster recovery of connection between terminal device and core network.
