SUBSTANCE: technical result is achieved by receiving a set of blocks; wherein said set of blocks comprises a series of successive units of transformation coefficients; wherein said set of blocks is a feature of discrete values of speech signal; determining current envelope based on a series of successive blocks of transformation coefficients; wherein said current envelope serves as a feature of a series of spectral energy values for a corresponding series of frequency resolution elements; determining a number of interpolated envelopes, based on a series of consecutive conversion coefficient units, respectively, based on the current envelope; determining a set of blocks of aligned transformation coefficients by aligning the corresponding row of transformation coefficient blocks using a corresponding set of interpolated envelopes, respectively.
EFFECT: technical result consists in providing uniform performance for speech and music.
