Vehicle determination unit is configured to determine whether the vehicle being the booking object is located, in parking zone preset area, based on information from parking area sensor installed on parking lot. Time determination unit is configured to determine whether the current time is a transmission start time or a later time. Authentication code transmission unit is configured to transmit an authentication code to the terminal of the user making the booking, or the on-board device of the vehicle being the booking object.
