FIELD: chemical technology; ecology.

SUBSTANCE: invention can be used for creation of facilities and decontamination of powder and pyrotechnic compositions (PTC) wastes. Method of explosive substance destruction by alkaline hydrolysis includes preparation of reaction mixture, including water, sodium hydroxide as an alkali and an explosive, heating of the obtained mixture and carrying out of alkaline hydrolysis, removal of gaseous products of hydrolysis from the reactor. Novelty is that explosive substance is neutralized wastes of powder and pyrotechnic compounds (PTC), wherein after alkaline hydrolysis, the reaction mixture is cooled and orthophosphoric acid is added to the reactor, obtained product of alkali destruction is cooled down and then hardened by mixing with high-calcium fly ash of coal thermal power plants (TPP).

EFFECT: technical result of the invention is the creation of a method and apparatus for neutralizing highly hazardous wastes, regardless of the type of wastes, or powder, or PTC (2nd hazard class), as well as irrespective of chemical composition of wastes: gunpowder and PTC, in the absence of pollutant emissions into atmospheric air, absence of pollutant discharge into water bodies and sewer network, or on terrain, with formation of secondary low-hazard waste (4th hazard class).
