SUBSTANCE: group of inventions relates to a sheet of electrical steel with a fixed insulating coating and a method for its production. An electrical steel sheet with a fixed insulating coating, having on at least one surface an insulating coating including a layer A of an insulating coating creating tension and providing a tension gradient in the direction of the thickness of the layer A of the insulating coating, in which when the mass of the layer A of the insulating coating creates tension , is denoted by M, and the tension created on the steel sheet by the layer A of the tensioning insulation coating is denoted by σA, the tension created on the steel sheet by the tensioning insulation coating layer having a coating mass M/2 from the surface of the insulation coating layer A creating tension is 0.80 X σA or more. The method for making a sheet includes forming a layer A of an insulating coating that creates tension by applying a working solution containing colloidal silicon dioxide and at least one salt of phosphoric acid, boric acid and silicic acid of an element selected from Mg, Al, Ca, Ba, Sr, Zn, Ti, Nd, Mo, Cr, Ta, Cu and Mn on at least one surface of an electrical steel sheet and then heated at a heating rate of 100°C/s or more in the temperature range of 600°C or higher and 700°C or below, subsequent calcination at 800°C.

EFFECT: electrical steel sheet with fixed insulation coating has suitable insulation coating adhesion and high coating tension.
