The method includes: receiving, by the terminal, system information of a serving cell; obtaining, by the terminal, configuration information of a neighboring cell from the system information, the configuration information containing information related to cell reselection; and the terminal performing cell reselection according to the configuration information of the neighboring cell, signal quality of the serving cell, and signal quality of the neighboring cell. The terminal can directly obtain the neighboring cell configuration information from the system information of the serving cell without the need to track the system information of the neighboring cell or reduce tracking of the system information of the neighboring cell.

EFFECT: saving computing resources of the terminal and reduce electricity consumption when performing cell reselection.
