SUBSTANCE: invention relates to pipeline fittings and is intended for use in automated control systems for fluid flows in pipeline systems. A shut-off-regulating valve with variable throughput comprises housing with a through channel with a locking element made in the form of a rotary rod, mounted perpendicular to the longitudinal axis of the through channel and connected to the drive mechanism. In this case, the lower part of the rotary rod is made in the form of a cylindrical plug with a side hole for the passage of the working fluid, and the upper part of the rod has an external thread with a fine pitch and is installed in a threaded clamp, rigidly connected to the body and frame-casing. At the same time, a pin is inserted in the upper part of the pivot rod, a sealing ring is installed inside the body, pressed by a threaded clamp, the bottom hole of the body is closed with a plug with a sealing ring. A cylindrical groove is made in the lower part of the body.

EFFECT: provides functions of regulation, locking and adjustment of the capacity from one drive.
