SUBSTANCE: user equipment (hereinafter – UE) is made with the possibility of transmission of a measurement report to a radio access network based on an entry condition for reporting cell reception quality by means of the measurement report. UE evaluates the value of numberOfTriggeringCell field, which initiates the transmission of the measurement report to the radio access network and transmits the specified measurement report only when the number of neighboring cells, to which the entry condition is met, is equal to or more than the value of numberOfTriggeringCell field.

EFFECT: providing proper reporting of measurement results without excessive radio resource consumption.
