Electrical steel sheet has a chemical composition containing, by wt. %: C: 0.0050 or less, Si: 2.0 or more and 6.0 or less, Mn: 1.0 or more and 3.0 or less, P: 0.20 or less, S: 0.0050 or less, N: 0.0050 or less, Al: 0.0050 or less, one or more elements selected from a group consisting of B: 0.0001 or more and 0.0050 or less, Nb: 0.0001 or more and 0.0050 or less and V: 0.0005 or more and 0.0500 or less, and, if necessary, at least one element selected from the group: Sn: 0.01 or more and 0.50 or less, Sb: 0.01 or more and 0.50 or less, Ca: 0.0001 or more and 0.0300 or less, Mg: 0.0001 or more and 0.0300 or less, rare earth element: 0.0001 or more and 0.0300 or less, Ni: 0.01 or more and 5.00 or less and Co: 0.01 or more and 5.00 or less, the rest is Fe and random impurities.
