SUBSTANCE: invention relates to means for encoding and decoding images. Using a decoder, a resolution flag of a dependent slice, indicating whether an encoded bitstream includes a dependency indication, is extracted from the encoded bitstream. The resolution flag of the dependent slice is located in a set of parameters that is common to many slices. A slice address, indicating a starting position of a current slice from the mentioned set of slices, is extracted from the encoded bitstream. The slice address is located in a slice header of the current slice. The dependency indication, indicating whether the current slice is a dependent slice, is extracted from the encoded bitstream. The dependent slice is a slice that is decoded based on the result of the decoding process of another different slice. The dependency indication is located in the slice header and is additionally located before the slice address and after a syntactic element identifying the set of parameters.
