A method for transmitting a reference signal includes: determining transmission configuration information of a sync signal block (VSSB) in a new radio system for vehicle-to-all communication (NR-V2X), wherein the transmission configuration information includes a VSSB transmission period, and the position of the VSSB transmission time window in the time domain within the transmission period; transmission according to transmission configuration information of N VSSBs within a VSSB transmission time window that appears periodically, where N is an integer greater than or equal to 1. In this case, each of the VSSBs contains a primary direct connection synchronization signal (PSSS), a secondary direct connection synchronization signal (SSSS), a physical broadcast channel direct connection (PSBCH), and a demodulation reference signal (DMRS).

EFFECT: effectively countering the Doppler effect that occurs between the vehicle UE and the receiving terminal by dynamically changing the transmission characteristics of the VSSB synchronization signal blocks.
