FIELD: video encoding/decoding.

SUBSTANCE: invention relates to technologies for encoding and decoding video information. A method for decoding a video bit stream is proposed. The method contains a stage of parsing the video bit stream to identify the first layer header associated with the first part of an image in the video bit stream and the second layer header associated with the second part of the image. This analysis includes analyzing a flag of the first layer header to determine that the first layer header is a header of a regular layer, when the flag is 0, as well as analyzing the flag of the second layer header to determine that the second layer header is a header of a split layer, when the flag is 1.

EFFECT: increase in the efficiency of decoding video information due to dividing data into entropy layers.
