SUBSTANCE: burner for producing synthesis gas due to partial oxidation of liquid or gaseous carbon-containing fuel in the presence of an oxygen-containing oxidizer and a moderator containing steam and/or carbon dioxide contains a means for separate supply of the oxygen-containing oxidizer and the moderator to carbon-containing fuel, the central first loading channel having a circular cross-section for the oxygen-containing oxidizer, the second loading channel, which coaxially and concentrically surrounds the first loading channel with the formation of an annular gap between the outer wall of the first loading channel and the inner wall of the second loading channel, through which the moderator is supplied, the third loading channel, which coaxially and concentrically surrounds the second loading channel with the formation of an annular gap between the outer wall of the second loading channel and the inner wall of the third loading channel, through which fuel is supplied, while the outer wall of the third loading channel forms the outer wall of the burner, while loading channels are designed in such a way that mixing of fuel, the moderator and the oxidizer occurs only outside the burner. The outer wall of the burner, a separation wall between the second loading channel and the third loading channel, and a separation wall between the first loading channel and the second loading channel end in a common plane that runs perpendicular to the longitudinal axis of the burner and forms a mouth of the burner. At least one of loading channels is equipped with a device that creates a swirl.

EFFECT: invention makes it possible to provide a simple and reliable structure and can, in particular, work uncooled.
