SUBSTANCE: invention relates to the chemical industry and agriculture and can be used for processing municipal sewage sludge, manure and droppings. The fertile substrate produced by processing sewage sludge with an agent based on plant raw materials for processing sewage sludge is used for manufacturing a granular fertiliser. An agent based on plant raw materials for processing sewage sludge therein constitutes an agent produced using an agent base containing, wt.%: plant raw materials in the form of rice grain or wheat grain 8.9 to 15.2, copper (II) salts 0.1 to 0.8, alkali 1.7 to 4, water up to 100%.

EFFECT: invention increases the efficiency of sewage sludge processing and eliminates the use of a detoxicating reagent.
