Plant-based raw materials selected from rice grain or wheat grain are used in the method for oxidative modification of plant-based raw materials to produce an agent for processing sewage sludge and/or agricultural waste, produced using the base of the agent. Said base of the agent comprises plant-based raw materials in the form of rice grain or wheat grain, copper (II) salt, alkali, and water. The components are used in the claimed quantities.

EFFECT: invention increases the efficiency of sewage sludge processing and eliminates the need of using a detoxicating reagent.
