A system contains a base station including the first modem of the first modem pool to form the first data package based on the first radio frequency signal, the first data package includes the first data and the first identifier of a virtual routing and forwarding instance; and the second modem of the second modem pool to form the second data package based on the second radio frequency signal, the second data package includes the second data and the second identifier of a virtual routing and forwarding instance; and a network device connected to the base station to receive the first data package and transmit the first package to the first device via a network, the first package includes the first data and the first header including the first indicator related to the first virtual routing and forwarding instance that corresponds to the first identifier of the virtual routing and forwarding instance; and to receive the second data package and transmit the second package to the second device via the specified network, wherein the second package includes the second data and the second header including the second indicator related to the second virtual routing and forwarding instance that corresponds to the second identifier of the virtual routing and forwarding instance.
