SUBSTANCE: invention relates to wireless communication. Technical result is achieved by the fact that the base station and/or the basic element of the network can determine, based on the given parameter, the strategy of the subscriber device, with which the subscriber device must be configured in order to optimize a request for establishing an RRC connection (radio resource control connection) and/or a NAS (non-access stratum) message. Method comprises transmitting, in idle state, a request to establish an RRC connection to a base station; transmission by subscriber device to base station of NAS message, wherein at least, either the request to establish an RRC connection, or the NAS message contains a predetermined parameter, which gives an indication of the configuration of the strategy of the subscriber device; and/or transmitting, by a subscriber device in a connected state, a NAS message to a base station over an SRB (signaling radio channel) channel, wherein the NAS message contains a predetermined parameter which gives an indication of configuring the strategy of the subscriber device.
EFFECT: provision of timely configuration of subscriber device strategy in case of congestion of base station or basic element of network.
