SUBSTANCE: invention relates to the field of image encoding technologies. The method contains a parsing of the first pointer from the bit stream; when the first pointer indicates that the candidate mode used to externally predict the block to be processed contains an affine mode, the second pointer is parsed from the bitstream, where the second pointer is used to specify the maximum length of the first list of candidate motion vectors and the first list of candidate motion vectors is a list of candidate motion vectors created for the block which is to be processed, the sub-block merge prediction mode is used for the block that is to be processed; and determining the maximum length of the first list of candidate motion vectors based on the second pointer.
EFFECT: invention improves the encoding/decoding performance.
