SUBSTANCE: method relates to the field of water discharge. Apparatus comprises closing rings, a movable truss of a sludge scraper. The closing rings are made of trapezoidal or rectangular segments. The segments of the closing rings are rigidly interconnected. The segments of the closing rings are made of materials with positive buoyancy. The closing rings are made freely floating on the water surface. The closing rings are configured to rotate concentrically around the central axis of the settling tank. The closing rings are configured for free rotation of the sludge scraper provided with a scraper system and a triangular truss. The segments of the closing rings are equipped with a guarding skirt, thin-layered agglomeration modules with negative buoyancy. The guarding skirt is located on the external and internal perimeters of the segments of the closing rings. The amount of closing rings corresponds to the amount of gaps between the structural elements of the movable truss of the sludge scraper. The thin-layered agglomeration modules are attached to the segments of the closing rings by rigid suspensions.
