The device includes an encoding information storage module, a history-based potentially suitable motion vector predictor candidate extraction module, and a potentially suitable combining candidate extraction module. The spatial motion vector predictor candidate extraction module is configured to extract a motion vector spatial predictor candidate from a block adjacent to the target block and add this motion vector spatial predictor candidate to a list of potential motion vector predictor candidates.

EFFECT: improving encoding efficiency by performing block partitioning suitable for coding and decoding frames.
