SUBSTANCE: group of inventions relates to video processing technologies. Disclosed is a moving frame decoding device. Device comprises a module for extracting potentially suitable versions of spatial motion information, a module for extracting potentially suitable versions of temporal motion information. Device also comprises a module for extracting potentially suitable versions of motion information based on history, configured to extract potentially suitable version of motion information based on history from storage device for storage of decoded block motion information. Potentially suitable version of the motion information based on the history is compared with the potentially suitable version of the spatial motion information relative to the motion information and is not compared with a potentially suitable version of the temporal movement information relative to the movement information.
EFFECT: reduced data processing load on video encoding/decoding devices.
