SUBSTANCE: invention relates to means for video encoding and decoding. In a sequence header, the first high-level syntactic element is encoded in a sequence level for indication of whether both an affine motion prediction and at least one encoding tool are disabled. At least one encoding tool includes accounting adjustment of counts of the affine motion prediction. Depending on the first high-level syntactic element, one or more second high-level syntactic elements are encoded, indicating the establishment of a sequence level or an image level relatively to encoding resolution of each of at least one encoding tool. When the first high-level syntactic element indicates that both the affine motion prediction and at least one encoding tool are not disabled, motion vectors of control points are determined for a target block to be encoded, and counts of the affine prediction are generated for each of sub-blocks by performing the sub-block affine motion prediction.
EFFECT: increase in the efficiency of video encoding.
