FIELD: video coding and decoding.
SUBSTANCE: video decoding device is provided that includes receiving and processing circuits that determine a parameter based on prediction information decoded from an encoded video bit stream. The parameter is in a range that depends on a flag indicating the on/off state of sub-block-based temporal motion vector prediction. The processing circuit calculates the maximum number of candidates in the subblock-based merge candidate lists based on the parameter and reconstructs, in response to the current block in the subblock-based prediction mode, samples of the current block based on selecting a candidate from the subblock-based merge candidate list of the current block. The list of candidates for merging the current block, compiled on the basis of a subblock, is limited to a maximum number.
EFFECT: increase in the efficiency of coding/decoding.
