SUBSTANCE: invention relates to intra-prediction-based image coding, in which a prediction unit is divided into sub-blocks and predicted in sub-blocks. A method and apparatus for intra-prediction is proposed, in which a prediction unit is divided into sub-blocks and predicted in sub-blocks. The video decoding method includes: decoding from a bit stream, a split flag indicating whether the current block should be divided into a plurality of sub-blocks, wherein the split flag decoding depends on the width and height of the current block, the area of the current block, and the minimum transform size and maximum transform size, which are valid for transforming the transform coefficients; determining, based on the split flag, whether the current block should be divided into a plurality of sub-blocks. When the area of the current block is smaller than the area of the transform unit specified by the minimum transform size, the split flag is not decoded into a bitstream and it is concluded that the current block should not be split, and when at least one of the current box's width or height is greater than the maximum transform size, split flag is not decoded into a bit stream and a conclusion is made that the current block should not be split.
