SUBSTANCE: first syntax element signalled at the first coding level is decoded from the encoded video bitstream. Moreover, the first syntax element indicates the maximum number of candidates for merging in motion vector prediction (MVP). In this case, the first coding level is above the Picture Parameter Set (PPS) level. The maximum number of MVP merge candidates is determined based on the decoded first syntax element. The coding blocks associated with the first coding level are reconstructed based on at least a certain maximum number of MVP merge candidates.
EFFECT: increase of efficiency of video encoding.
