FIELD: transport.
SUBSTANCE: method of creating urban element transport system comprises serviceability of existing 80-100 km-long roads with solid cover running from north to south along waterway, road interchanges and bridges over said waterways. Additional bypass roads are build on RH and LH banks of waterway, running from north to south. Additional bypass roads in north, central and south parts of urban element are connected by bridges over waterway. Traffic currents on existing rods in "north-south" direction and back, as well as on additional bypass rods in said directions are set with due allowance for surface wind speed, air temperature and humidity. Traffic stream on additional bypass road on waterway LH bank, on existing road of urban element, on additional bypass road on RH bank are defined from calculated factors A and B to de determined by the formulae. In case total magnitudes of factors A and B are smaller than 0.5, traffic stream is directed to additional bypass road on waterway LH bank. In case total magnitudes of factors A and B vary from 0.5 to 1.0, traffic stream is directed to additional bypass road on waterway RH bank. In case total magnitudes of factors A and B make 1.0 or greater, traffic stream is directed to all road in equal parts.
EFFECT: improved environmental conditions in urban elements.
