The terminal contains a receiving module configured to receive a configuration from the base station related to at least one of the measurement and message; a control module configured to perform a measurement based on the specified configuration related to at least one of the measurement and message; and a transmission module made with the possibility of transmitting a measurement report to the base station based on the result of the measurement performed. The control module is designed with the possibility of limiting the period related to the specified measurement, and with the possibility of changing the number of acts of performing an operation related to the specified measurement when the terminal is located in specific conditions.
EFFECT: ability to perform measurements taking into account the conditions of mobile communication when driving at high speed.
