SUBSTANCE: invention relates to radio engineering and can be used to emit electromagnetic oscillations in the NAVTEX international automated warning system, primarily to organise a highly reliable two-way medium-wave radio communication system for marine petroleum production platforms for ensuring safety and providing warnings. System includes a radio transmitting apparatus with a large-sized antenna system consisting of a stationary structure of a flare derrick as a passive antenna conductor element, supplemented with an active element in the form of a conductor guy conductively attached by the top end to the stem of the top part of the conducting flare derrick with a "grounded" base to the conducting deck, and attached by the lower end to the insulator of the power supply node input, and two radio transmitters with small-sized antennas.

EFFECT: provided two-way medium-wave radio communication with the reception of safety information and receipt response, and transmission of warnings with emission control, as well as increase in the reliability of warning with the correction of the navigation situation in the vicinity of petroleum production platforms, as well as provided navigation information of remote parts of the water area not covered by electromagnetic accessibility by means of coastal NAVTEX stations.
