The first message is generated, based on ephemeris information of the satellite in the satellite communication network, where the first message includes ephemeris information of one or more satellites, which serve a terminal device. When the terminal device performs random access, the first message is sent to implement communication between the terminal device and the satellite.

EFFECT: rapid and accurate reception of ephemeris information of a satellite, which provides a service for a terminal device, which implements a mode of double connection of the terminal device to a cellular network and a satellite communication network, and provision of accuracy and stability of an access mode with double connection.
